Le Sac igloo® is available in three sizes. Featuring five-point harness openings, it can be easily adapted to both strollers and car-seats.     I would love to gift this to my brother & sister-in-law to help ease the frigid temps of Utah for them & my sweet baby niece. They would probably prefer a neutral color like beige, so it could be re-used for future children, regardless of gender.
